Building Bridges Initiative is an idea that was born as a result of the Handshake between President Uhuru Kenyatta and Former Prime Minister Raila Odinga to enhance mutual understanding and bring communities together across the country.

Focus on political position has been a bone of contention in the long-awaited Building Bridges Initiative, was launched on Wednesday, 21st October 2020. Citizens, political and religious heads raised concerns about what should be in the report. These resulted in a rise in political temperatures across the country.

In the BBI report, the executive arm of government that deals with implementing the laws has seen restructuring to include various positions. One of the suggestions is the Prime Minister’s office. In relation to this office, the task force recommended that:

- The President appoints the Prime Minister (PM). 

- The Prime Minister Should be an elected member of the National Assembly.

- He should be from a political party that has majority members in the National Assembly. If there is no political party that has a majority number: then the president should pick a Member of Parliament who appears to have the support of the majority of Members of Parliament.

- The National Assembly is mandated to approve the nominee of the Prime Minister for him or her to assume office.

- The Prime Minister shall chair cabinet sub-committees.

- He/she will be the leader of Government Business in the National Assembly.

- The Prime Minister will continue to earn as a member of parliament with no additional salary.

 

Furthermore, the report recommended that in the presidential elections, the candidate who emerges position number two becomes an ex-official member of parliament and the leader of the official opposition, and he is entitled to form a shadow cabinet to challenge the government’s position in parliament.

 

In regards to the cabinet, the task force recommends that:-

- The president should appoint Cabinet secretaries in consultation with the Prime Minister.

- Cabinet should comprise both parliamentarians and technocrat, with the parliamentarians being ex-official members upon successful approval by parliament.

- Cabinet secretaries are renamed to cabinet ministers

- The post of Chief Administrative Secretaries to be abolished.

- There shall be a position of the Minister of State to be appointed from members of the national assembly.

 

 

The big question that still lingers in the minds of people is how the creation of the five positions will affect the wage bill of the country. At the same time, whether the slots will enhance inclusivity across the country, or will it be a matter of them versus us.
